The reason that 70G was chosen is because that's the highest repeatable force that the test sled at Delphi in Vandalia, Ohio can produce. I've tested devices on that sled and it hits around 67 to 72 G. That's why the spec says nominal 70G force. SFI and others would go to 100G if there was a sled that could do it.
